The fight to ensure all people receive life-saving care continues
DENVER— Today, Governor Polis signed SB25-130, Providing Emergency Medical Services, into law. SB25-130 establishes a state standard for providing medical care without discrimination, based on someone’s ability to pay or the type of care needed.
Colorado Organization for Latina Opportunity and Reproductive Rights (COLOR) successfully co-led and passed three bills to strengthen access to abortion and miscarriage care during the 2025 legislative session. Last month, Governor Polis signed two critical reproductive rights bills into state law, SB 25-129 and SB 25-183. Dusti Gurule, President and CEO of COLOR and COLOR Action Fund, released the following statement on the signing of SB25-130 into law:
“This law sets a very necessary, clear standard of medical care in Colorado, given eroded federal protections. And while we’re well aware of the barriers that remain for marginalized communities and people of color to abortion access and emergency care, this legislation is the most basic, important protection we can provide people in Colorado at this moment.
This legislative session, our fight to establish a standard for emergency care that mirrored federal standards was met with resistance from industry voices that prioritized liability over life. The most powerful voices in those rooms were not patients or providers; they were lobbyists and insurance companies. That should concern us all, and we at COLOR vow to continue to advocate for better access to emergency care and fight to ensure all people in Colorado receive life-saving care. We will continue bringing our power and voices into the Capitol through storytelling, testimony, and presence.”
