Policy Manager
- Location: Denver, Colorado (position based in CO) – hybrid remote and in-person (two days/week)

- Compensation: This full-time position offers a salary range of $67,000 to $73,000 per year.
The Policy Manager will support COLOR’s research, legislative, and regulatory work to best meet the
needs of our communities, advance Reproductive Justice, and engage the community in COLOR’s
work. Policy topics include but are not limited to reproductive health and rights, health equity and
access, economic mobility, immigrant and worker rights, and other issues that intersect with
Reproductive Justice (RJ). This position will work closely with other organizations, national
partners, and state agencies, and participate in various coalitions and initiatives.
Candidates must have at least 2-3 years of policy experience and demonstrate a commitment to
COLOR’s vision, mission, and programs. Ideal candidates are highly organized, responsive, and
take initiative. A flexible schedule with ability to work evening hours and sometimes weekends,
during but not limited to the regular legislative session (January- May) is also required.
RESPONSIBILITIES:
Legislative (primarily during session January-May)
- Work with staff to identify, recruit, and develop leaders within our communities who are excited about engaging in the legislative process.
- Train and support community leaders in storytelling, testimony, meeting with lawmakers, collecting sign-ons, and campaign work.
- Track COLOR’s legislative efforts and support communicating updates on bill movement and important legislative events to COLOR’s staff and community base.
- Monitor and advocate for sustainable resources for affordable healthcare programs in the legislative budget process.
- Collaborate on research on COLOR’s policy priorities and help to analyze and disseminate findings from the Colorado Latino Policy Agenda and Exit Poll.
- Support the VP of Policy in reviewing and drafting testimony on relevant bills and creating talking points, fact sheets and policy briefs.
- Testify on behalf of COLOR on bills we support or oppose, as needed, providing the RJ perspective and the Latina voice.
- Tailor and facilitate trainings on legislative advocacy and the policy making process, from an RJ lens, for diverse audiences.
- Support development of communications materials for diverse stakeholders to engage in policy advocacy (newsletters, social media, talking points, advocacy toolkits, action alerts, etc.).
- Co-lead the planning, implementation and follow-up for lobby visits during State Latino/a Advocacy Day (LAD), including scheduling meetings with legislators, recruiting and training lobby-leads, developing policy briefs, and co-faciliting policy sessions.
Regulatory
- Support the VP of Policy in establishing and maintaining relationships with current and potential partner organizations to strengthen sustainability and implementation of RJ policy, including affordable healthcare programs like Cover All Coloradans, OmniSalud and the Reproductive Health Care Program.
- Work alongside the organizing team to strategize on disseminating information about policy and program changes for maximum effectiveness, monitor how policies are being experienced, and identify opportunities and issues raised within the community.
- Build relationships with key partners (advocacy organizations, community leaders, faith communities) and providers (Federally Qualified and School-Based Health Centers and Title X clinics) across the state to inform them of key policies and programs related to RJ, center community experience in strengthening implementation, and increase trust and enrollment.
- Share community experiences and recommendations on policy implementation with state agencies including the Colorado Department of Health Care Policy & Financing (HCPF) and Connect for Health Colorado, and maintain and/or request data around enrollment and outreach
- Serve as Reproductive Justice expert and advocate related explicitly to intersectional issues (Economic Justice, Education, Health Care Access, Workers Rights, Immigrant Rights, Gender Justice, LGBTQ Liberation).
- Engage the community in administrative advocacy, including with boards and commissions, and rulemaking.
External Partnerships
- Attend and represent COLOR in coalition and stakeholder meetings and forums.
- Support the Vice President of Policy in strengthening COLOR’s external relationships with key partners.
- Speak on behalf of COLOR for various webinars, trainings, and other engagements.
Internal Operations
- As needed, support the President for COLOR AF/COLOR board meetings, donor meetings, funder meetings, and partner meetings.
- Participate in organization-wide resiliency initiatives and retreats.
- Work in partnership with the VP of Policy and operations team to guide and support the Youth of COLOR Policy Fellow.
PREFERRED QUALIFICATIONS
- At least 2-3 years in a related role working on state or federal policy or with state agencies.
- Background working directly with impacted communities or direct organizing.
- Fluency in Spanish
COMPENSATION
This full-time position offers a salary range of $67,000 to $73,000 per year, commensurate with the
candidate’s experience. The benefits package includes paid vacation, sick leave, holidays, paid
health insurance, dental insurance, disability insurance, and life insurance, as well as annual
stipends for self-care and community care, professional development funds, and monthly cell
phone and internet stipends. After three months of employment, staff are eligible for a 3%
retirement match.
