What is a Constitutional Amendment?
An initiated constitutional amendment is a citizen-initiated ballot measure that amends a state’s constitution. Eighteen states allow citizens to initiate constitutional amendments, which includes Colorado. Proponents of a ballot initiative collect petition signatures from a certain minimum number of registered voters in a state.
Constitutional amendments take a lot of work to get on the ballot, but it’s for a good reason. This means that it is also harder to change later, which is what makes its protection stronger and more enduring than a statute.
